Apply to the Express Entry stream to hire a foreign worker
The Yukon Express Entry stream is part of the Yukon Nominee Program for foreign nationals who are accepted into Immigration, Refugees and Citizenship Canada’s (IRCC) Express Entry pool.
What is the Yukon Express Entry stream?
The Yukon Express Entry stream allows employers to hire foreign nationals who are in IRCC’s Express Entry pool. The foreign worker must meet the requirements for at least 1 of the following federal economic immigration programs:
We use the National Occupational Classification (NOC) system to categorize jobs based on the training, education, experience and responsibilities (TEER) they require. Employers can hire through the Express Entry stream for:
- TEER 0;
- TEER 1;
- TEER 2; and
- TEER 3 positions.
Who can apply?
Only employers can apply. This program is for employers who cannot find a qualified Canadian citizen or permanent resident to fill a position.
Who cannot apply?
Foreign nationals cannot apply. We only accept applications from employers.
Eligibility
To be eligible as an employer, you must:
- be a Canadian citizen or a permanent resident of Canada;
- have been operating your business for at least 1 year; and
- have your business registered with:
Employer requirements
You must advertise the position within Canada for at least 4 weeks before you apply to the program. The advertisements must include the:
- job title;
- specific duties for the position;
- number of hours per week; and
- exact wage.
You must post the advertisement in at least 3 places, including:
- the Canada Job Bank; and
- at least 2 local mediums.
As an employer, you must:
- verify the foreign national’s work experience and qualifications before applying;
- attend a screening interview with the foreign national and the Immigration Unit, if requested;
- pay the employer compliance fee to Immigration, Refugees and Citizenship Canada;
- pay the nominee’s air travel costs to the Yukon from their place of permanent residence, if they are not currently in the Yukon;
- pay the foreign worker at least the Yukon median wage for the relevant NOC;
- provide free health insurance to the nominee until they are eligible under the Health Care Insurance Plan Act; and
- pay for the nominee’s return air travel costs if the nominee:
- does not get permanent residency; or
- is no longer participating in the Yukon Nominee Program.
You cannot:
- charge the worker any fees for the application; or
- recover any costs from them.
Foreign national requirements
The foreign national must:
- have a valid Express Entry profile;
- have a full-time job offer from a Yukon employer;
- intend to permanently live in the Yukon;
- have at least a high school diploma;
- meet the education requirements for the applicable TEER;
- have at least 6 months of relevant work experience;
- meet the Canadian Language Benchmark:
- Level 5 for:
- TEER 2 and 3 positions;
- Level 7 for:
- TEER 0 and 1 positions;
- Level 5 for:
- complete all requirements for their academic program before applying if they’re in Canada on a student visa; and
- maintain legal status throughout the Yukon Nominee Program application and assessment process if they’re currently in Canada.
Supporting documents from the employer
As an employer, you must provide:
- a copy of your business license;
- a copy of your registration with:
- Yukon Corporate Registry; or
- Federal Registry;
- a completed Use of a Representative form, if applicable; and
- copies of at least 3 advertisements for the position.
Supporting documents from the foreign national
The foreign national must provide:
- original language test results. Review equivalencies between Canadian Language Benchmarks and the language test results from a designated testing organization. The results must be less than 2 years old when you apply;
- a copy of their Express Entry profile with Immigration, Refugees and Citizenship Canada;
- employment records confirming their previous employment;
- proof of education, including:
- high school diploma; and
- certificates, degrees or diplomas required for the position.
- valid and notarized copies of their:
- passport;
- temporary resident documents, if applicable;
- spouse’s passport;
- marriage or divorce certificate, if applicable;
- common law partner’s passport and supporting documents;
- dependents’ passport, birth certificate, and custody papers, if applicable.
All supporting documents must be certified, true copies. If you include any translated documents, other than English or French, you must include a certified translation.
The Express Entry process
- The employer finds a qualified foreign worker by using:
- Canada’s Job Bank to be matched with an eligible foreign worker; or
- the Express Entry stream of the Yukon Nominee Program to offer a job to a foreign worker.
- The employer must prove there is no qualified Canadian or permanent resident for a position.
- The foreign worker must show they meet the requirements for 1 of the 3 Express Entry Economic Immigration programs.
- The foreign worker creates an Express Entry profile to enter the candidate pool. The foreign worker receives an Express Entry Profile Number and, if applicable, a Job Seeker Validation Code.
- The foreign worker proves they have enough money, as determined by the federal government based on the size of their family.
- The employer and foreign worker complete the Yukon Express Entry application and submit it with supporting documents.
- We review the application and documents.
- If we approve the application, the federal government invites the foreign worker to apply for permanent residence.
- The foreign worker provides any documents the federal government needs to complete the permanent residence application.
- We work with the federal government to verify the foreign worker’s documents.
- The foreign worker may receive permanent residence. This is usually within 6 months of our verifying the application.
Responsibilities
It is the responsibility of both the employer and the foreign national to stay informed of all official updates, alerts, announcements and new developments.
Hiring a representative
You do not need to hire an immigration representative or consultant to apply. It is your choice to hire a representative or apply on your own.
How to apply
- Review all requirements and eligibility in the:
- Download the application form and complete the employer sections.
- Have the foreign national complete their sections on the application.
- Gather all supporting documents.
- Submit the completed application and supporting documents.

Next steps
Standard processing time is 12 to 14 weeks. This time increases with the volume of applications received and the priority application criteria.
