On July 20, 2022, the Government of Yukon and the Carcross/Tagish First Nation signed a management plan for the Tséi Zhéłe / Sinwaa Éex’i Yé / Conrad Historic Site.
Developed with the Carcross/Tagish First Nation, and through extensive public engagement, the Tséi Zhéłe/ Sinwaa Éex’i Yé / Conrad Historic Site Management Plan will protect and conserve this heritage area through a phased implementation plan over the next 10 years. The plan will help Yukoners and visitors better enjoy the natural, historical and cultural value the historic site holds.
Highlights of the plan include:
- a detailed description and understanding of the history, traditional and contemporary land use at the site and the identification of historic resources;
- a 10-year action plan for conservation of heritage resources and interpretation at the site, including signage, trail maintenance, campsite and accessibility improvements and the rehabilitation of existing structures; and
- updated management zones to assist in protecting, preserving and interpreting the overall character and features in each zone.
Located 14 kilometres south-east of Carcross on the western shore of Windy Arm / Tséi Zhéłe Méne (“Howling Rock Lake”) within the Traditional Territory of the Carcross/Tagish First Nation, the Tséi Zhéłe / Sinwaa Éex’i Yé / Conrad Historic Site is popular recreation area with significant historic, cultural and natural features and associations.
Tséi Zhéłe / Sinwaa Éex’i Yé / Conrad Historic Site is a special place that is important to protect, conserve and responsibly enjoy. This successful partnership between the Government of Yukon and the Carcross/Tagish First Nation will better protect this historic site for future generations of Yukoners and continue to offer visitors a unique Yukon experience.
The signing of the Tséi Zhéłe’/ Sinwaa Éex’i Yé / Conrad Historic Site Management Plan is a special moment for all of us. After years of work, the Carcross/Tagish First Nation is looking forward to the implementation of the agreement. The Yukon Heritage Resources Board congratulates the steering committee and the governments of Carcross/Tagish First Nation and Yukon on crafting an excellent management plan for Tséi Zhéłe/ Sinwaa Éex’i Yé /Conrad Historic Site. The cooperative development of this plan reflects successful land claims implementation in action, and the final plan will help ensure that the site remains a vibrant place of memory, sharing, and celebration for years to come.

The historic site of Tséi Zhéłe / Sinwaa Éex’i Yé / Conrad was a traditional fishing, hunting and camping site used for thousands of years by the Tlingit and Tagish people.

The community of Conrad was also a short-lived mining town established in 1905. At its peak, the community had upwards of 300 residents, a hospital, a library, two churches, a telegraph office, a post office, a Royal North-West Mounted Police office, numerous commercial operations, and several hotels. It was abandoned by 1914.

The Tagish name for the site is Tséi Zhéłe (“Howling rock”). The Tlingit name is Sinwaa Éex’i Yé (“Grey Ridge Yelling Place”). The historic site is situated on the shore of Tséi Zhéłe Méne (“Howling Rock Lake”), also known as Windy Arm, near the base of Chílíh Dzéłe’ / Montana Mountain.
